The Jurisdictional Projects Group

The Western Australian Jurisdictional Projects Group (JPG) is comprised of representatives from State Government, Local Government and industry stakeholder groups.

The JPG is responsible for developing project proposals consistent with priority funding areas for consideration by the National Projects Group. Potential projects must meet a range of project criteria and fall within the broader scope specified in the National Packaging Covenant.

Program priorities that reflect the Covenant’s goals and targets are set out below.

  • ‘Away-from-home’ sources have been identified as the major opportunity to increase the recovery of packaging for recycling. This includes workplace recycling, e.g. industrial estates, office blocks; commercial recycling e.g. shopping centres, hotels and restaurants, institutions; major (special) events (usually mobile) recycling; and public place (fixed) recycling in high-traffic areas.
  • Improved systems, infrastructure and public awareness in these areas will aim to increase resource recovery and spread public awareness beyond the home. They will also provide impetus to litter reduction initiatives.
  • Continued support for local government to adopt good practice kerbside and drop-off systems. Priority will be given to enhancing the effectiveness of collection systems where there is additional capacity within existing system parameters.
  • Expansion of materials collected and/or market development for materials that are currently poorly recycled (for example, polypropylene, polystyrene) as well as use of glass fines.
  • Targeted public awareness initiatives across a range of recovery systems to increase packaging recovery and reduce contamination.
  • Development of improved data on system performance.
  • Strategic litter reduction or prevention programs based on integrated approaches that involve education, systems and infrastructure (for example, bin siting and structure, signage) and enforcement that have a strong research and community engagement component; seek to engage and involve other project partners; include an evaluation of project outcomes including litter reduction and changes in littering behaviour.

The Department of Environment and Conservation provides support to the Jurisdictional Projects Group (current members) who are the first tier of assessment of the projects seeking funding through the National Packaging Covenant. NPC projects are capable of receiving matched industry and government funding. The JPG members commit WA government funding which may be matched by the National Projects Group with industry funds.
