Introduction
On 2 January 2002, the Western Australian Government announced the establishment of an eight member Waste Management Board to develop a sustainable framework for dealing with waste in Western Australia.
The Board was responsible for offering strategic advice to the Western Australian Government on waste management issues including:
- the setting of priorities for waste policy and program initiatives
- reviewing and advising on available and new technologies within the waste industry
- assistance for technical advice for the community under the Technical Assistance Grants program
- reviewing education and recycling initiatives
- reviewing the Waste Management and Recycling Fund (WMRF) and the landfill levy
- recommending changes to regulations and amendments to legislation
- assistance for community, industry and local government under the Strategic Waste Initiatives Scheme and the Community Grants Scheme.
The Board examined issues ranging from the potential benefits from new waste industry technologies; market development and economics of future waste infrastructures; and the need for consultation and improved forward planning.
The Board also assessed applications submitted by community groups for independent technical advice on resource recovery project proposals.
The Department of Environment and Conservation coordinated project specific activities on behalf of the Board. As it sometimes required the services of a suitably qualified consultant to help in research and prepare recommendations on Priority Waste Management Issues for the Board's consideration.
The Board replaced the Advisory Council on Waste Management (ACWM) and the State Recycling Advisory Committee (SRAC), both bodies having a history spanning over ten years. The Board facilitates key stakeholder (including local government) input to provide advice to the Minister, especially on the disbursement of the WMRF and the landfill levy.
The Board was fully funded by the Waste Management and Recycling Fund. The Department of Environment and Conservation provided executive, administrative and contract management support to the Board.
Terms of Reference
The Waste Management Board was established with the following Terms of Reference:
- Adopt a leadership role in a pro-active professional waste management industry
- Provide strategic advice to Government on Waste Management
- Oversee and review the Waste Management Recycling Fund and the Landfill Levy
- Review and advise on available and new technologies in the Waste Industry
- Report on the progress and implementation of the WAste 2020 recommendations.
