Household Hazardous Waste Program Summary February 2010
From February to December 2009: 18 collections of household hazardous waste (HHW) were made from 6 permanent facilities in the Perth metropolitan area and the City of Geraldton-Greenough. 12 temporary collection days were held. In total, 149,089.5kg of HHW was collected.

In 2001, the Australian Government introduced the Product Stewardship for Oil (PSO) Program. The aim of the Program was to provide incentives to increase used oil recycling1. The Western Australian Local Government Association assisted Local Governments across Western Australia by providing used oil recycling infrastructure through this Program. In WA, the intent of the Program was to improve the distribution of, and access to, used oil collection infrastructure. Under the Program drum storage units and used oil collection tanks were provided to Local Government, as well as funding for essential site works. Furthermore, the Program included an education and promotion aspect aimed at maximising the use of the used oil infrastructure.

Detailed investigation into existing and potential markets for recycled constuction and demolition materials - Final Report July 2008
Cardno WA Pty Ltd (Cardno) have been contracted by the DEC to conduct a Detailed Investigation into the Existing and Potential Markets for Recycled Construction and Demolition (RC&D) Material. The purpose of the project is to evaluate the market for RC&D material in Western Australia, to gain an understanding of the supply and demand trends for RC&D material in a range of existing markets and to identify barriers preventing the growth of emerging markets. The study predominantly focuses on the Perth Metropolitan Region; however it will assess opportunities for market development in adjacent regional areas.

The feasibility of establishing a boutique bottle manufacturing facility in Western Australia
The Waste Authority commissioned ACIL Tasman to undertake an economic feasibility study into the establishment of a boutique bottle manufacturing facility in Western Australia with the intent of providing information on the viability such a facility and its potential to create a local market for recycling post consumer glass. The results of the report indicate that the modelled facility would require a capital subsidy of $20 million and that the facility would only consume 3,640 tonnes of glass cullet from external sources per annum. In considering the report members of the Authority were of the collective view that the report demonstrates that the project would not be economically viable.

Benefits of Recycling Calculator: Calculator Explanatory Notes, Final Report August 2008
Hyder Consulting was commissioned by the Department of Environment and Conservation in Western Australia (DEC) to develop a tool aimed at increasing awareness and understanding of the environmental benefits of collecting and recycling commodity materials from the kerbside.
Approximately 138,000 tonnes of post consumer materials are collected for reprocessing, from domestic kerbside collections in Western Australia (WA) each year. Recycling of these materials presents significant benefits economically as well as environmentally.

Benefits of Recycling Calculator Tool
This is a tool to calculate and demonstrate the environmental benefits of recycling in Western Australia. It is intended to be used to estimate or predict the benefits of current or future recycling and primarily relates to recyclables collected at the kerbside. The tool is designed to be used by council waste practitioners and by householders. Waste practitioners can use the tool to the benefits of recycling in the State or Local Government Area (LGA). If you are a householder, the tool will enable you to determine the benefits of your recycling efforts.

Review of total recycling activity in WA - 2006/2007
This is a detailed review of all recycling activities in Western Australia for the 2006/2007 financial year. The report covers all sectors including municipal, commercial and industrial and construction and demolition. The report utilises the methodology and classifications developed and applied in the 2005/2006 review enabling a direct comparison of annual recycling activity levels.

The Department of Environment and Conservation extends its thanks to all participants who provided the information used in the review.

Review of Kerbside collection systems and drop off facilities for recyclables and development of preferred service models
In 2007 the Department of Environment and Conservation commissioned CardnoBSD to undertake a review and assessment of kerbside and drop-off recycling collection systems in Western Australia.

The report will assist DEC to develop guidelines that recommend preferred recycling collection service models for Local Governments and therefore assist DEC to meet its obligation as a signatory to the National Packaging Covenant.

The report recommends different preferred services for urban, regional developed or rural regions. DEC understands that a range of systems will be needed to meet the varying circumstances within which local authorities provide recycling services. DEC has initiated this report to provide a source of information on the cost, effectiveness and performance of the various systems for those Local Government Authorities seeking to evolve their current collection services.

Weekly collection of recyclables trial: Final Report


The trial is designed to demonstrate the effectiveness of collecting co-mingled recyclables on a weekly basis. Currently the seven member Local Governments that form the Southern Metropolitan Regional Council collect their co-mingled recyclables on a fortnightly basis in a 240 L mobile garbage bin.

Preliminary bin fullness survey shows that over 50% of the households are filling their recycling bin to capacity each fortnight. In addition whole of waste stream audits show that 39% of the total recyclables in the domestic waste stream are being lost to the MSW bin.

The trial is designed to verify what quantity of these lost recyclables can be captured with a weekly collection of the 240L recycling bin and determine the cost for the seven member councils to implement the collection of recyclables across the region which contains 150,000 households.

Stakeholder Advisory Group on Best Practice Container Deposit Systems for Western Australia
The Stakeholder Advisory Group was established by the Minister for the Environment in January 2006 to investigate best practice Container Deposit Systems for Western Australia and provide advice to the Minister. Container deposits are small refundable fees on items such as cans, bottles and other packaging items which can be redeemed on return of the used containers to specified locations. Systems of this nature encourage the return of containers for recycling and discourage the inappropriate disposal and/or littering of these items.

Issues Relating to the Generation, Collection, and Treatment of Building Product Waste in Western Australia
Cardno BSD was appointed by the Waste Management Board to carry out general background research into issues relating to the generation, collection, and treatment of building product waste from the construction and demolition industry. This research will be used by the Board to support policy and programme development.
