Landfill Levy to Rise

Published Friday 29th September 2006

From Sunday 1 October 2006 the increases in the landfill levy rates for both inert and putrescible waste generated in the Perth metropolitan area announced by Hon Mark McGowan, Minister for the Environment; Racing and Gaming will come into effect.

This is the first increase in the landfill levy since its inception in 1998. The new rates to apply are as follows:

Date Putrescible Landfill (Class II, III & IV) Increase Inert Landfill Increase
Current $3/tonne - $1/tonne -
2006/07 $6/tonne $3 $3/m³ $2
2007/08 $6/tonne $0 $3/m³ $0
2008/09 $7/tonne $1 $5/m³ $2
2009/10 $8/tonne $1 $7/m³ $2
2010/11 $9/tonne $1 $9/m³ $2

The landfill levy is paid by all landfill operators in the metropolitan area, and landfills outside of Perth which receive waste from the metropolitan area. All the money received from the landfill levy is paid into the Waste Management and Recycling Trust Fund and is used to support waste related projects and initiatives that aim to achieve the vision of Towards Zero Waste in Western Australia.

It is anticipated that this small increase in the levy will be reflected by an increase in the landfill ‘tipping’ or gate fees. These fees are determined by the landfill operators, with the levy usually built into the gate fee. One of the objectives of the levy is to encourage waste reduction. The levy is not paid on wastes that are recycled, so it is everyone’s interest to encourage waste avoidance and separation for recycling rather than disposal, and therefore avoid paying these fees.
